2021 Norton Sound and Kuskokwim River Crew Members

Crew members MUST submit, at the time of application, a crew member affidavit, completed by both the crew member and eligible S04Z / S04W permit holder. It is not the responsibility of nor are permit holders permitted to submit this on behalf of their crew.

S04Z and S04W Permit Holders

Application period:

  • Opens: 9:00 am AKST on Monday, November 17, 2025
  • Closes: 5:00 pm AKST on Monday, February 16, 2026
  • Late applications will not be accepted.

 

S04Z and S04W Permit Holder application notices (containing unique IDs required to apply for relief) related to the 2021 Norton Sound and Kuskokwim River salmon disaster were mailed on Thursday, November 6, 2025.

 

Eligibility criteria for permit holders:

  1. The applicant must hold an S04Z or S04W permit and have made at least one salmon landing in 2021.
  2. For S04W permits, eligible landings must have occurred in the Kuskokwim River (ADF&G statistical areas 033511, 033512, 033513, 033514, or 033520).

 

Funds will be issued to the individual listed as the 2021 permit holder or to a temporary emergency transfer permit holder (transferee) as recorded in the CFEC database.

 

Permit holders who made no landings in 2021 and certified that they were unable to participate to qualify for an emergency transfer, as well as permit holders who permanently transferred a permit and made no landings in 2021, will not receive payments.

Subsistence Households – Limited to the Kuskokwim River

 

Application period:

  • Opens: 12:00 pm AKST on Monday, February 2, 2026
  • Closes: 12:00 pm AKDT on Tuesday, June 9, 2026
  • Late applications will not be accepted.

 

Subsistence Household Eligibility Requirements

  • All eligible household members MUST be Alaskan residents; this will be verified by meeting at least one of the following criteria:
    • Eligible to receive an Alaska Permanent Fund Dividend in 2022 for calendar year 2021.
    • Possessed or eligible to receive a 2021 Alaska resident sport fishing license from the Department of Fish and Game.
    • Registered as a resident during 2021 with the Commercial Fisheries Entry Commission.
    • Held a subsistence or personal use permit issued by the Alaska Department of Fish and Game in 2021 in the Kuskokwim Area as defined at 5 AAC 01.250.
      • Personal use fishery permits are NOT eligible for relief under this spend plan. They may only be used to prove residency.
    • Applicant for household MUST be at least 18 years old, at the time of application submission, to apply per federal requirements.
    • Applicant for household MUST self-certify that they are not de-barred from receiving federal funds and are not on the federal government “do not pay list”.
    • Eligibility will be determined by Alaskan household.
      • A household is defined as a person or persons having the same permanent residence.
      • Only one application may be submitted per household.
      • Alaskan households that participate in subsistence salmon fisheries on the Kuskokwim River may apply regardless of physical household address.
    • Applicant for household MUST self-certify that one or more members of the household participated in a salmon subsistence fishery in at least two of the previous four years (2017-2020) in the Kuskokwim Area.
      • Participation includes harvesting, sharing, and/or using salmon subsistence fishery resources. Subsistence harvest does NOT require the use of a sport fishing license.
      • Subsistence fisheries are defined as fisheries on salmon stocks for which the Alaska Board of Fisheries has found there are positive customary and traditional uses, in addition to federal subsistence fisheries that have no state equivalent.
    • Applicant for household MUST self-certify that their household has incurred a negative impact on their ability to access subsistence salmon fishery resources in 2021 that was directly or indirectly related to the fishery disaster.
