This document outlines the framework for administering the relief program, created by the Alaska Dept. of Fish and Game (ADF&G) and approved by NOAA Fisheries and other federal agencies, including the US Office of Management and Budget (OMB). The Pacific States Marine Fisheries Commission (PSMFC) is administering the program on NOAA Fisheries’ behalf. For questions about eligibility criteria or payment calculations, contact ADF&G.

Applications for the 2020 GOA Pacific cod disaster were open from 3/13/2025 through 6/13/2025. Late applications are not being accepted. 

 

Relief checks for vessel owners, permit holders, processors, and tenders are expected to be mailed by 8/15/2025.

Captain and crew member applications were temporarily paused due to a spend plan amendment request submitted by the Alaska Department of Fish and Game (ADF&G). The amendment aimed to resolve inconsistencies in eligibility criteria specifically, whether applicants needed experience in two of four years (2016–2019) or three of five years (2015–2019). Federal approval of the amendment was received on July 24th, 2025.

 

Applications for captains and crew members will commence at 12:00 PM AKDT on Monday, August 4th, 2025 and remain open until at least 11:59 PM AKST on Tuesday, December 2nd, 2025.

 

Eligible captains have been identified and validated through CFEC records. Individual notifications were mailed to those individuals using their last address on record with the CFEC. These notifications contain unique IDS that are required to apply for relief. Without a valid unique ID you will not be able to apply for relief. Notifications are being mailed on Friday, August 1st, 2025. Please wait until at least August 25th, 2025 before inquiring into the status of your notification and unique ID. PSMFC will not entertain requests for this information prior to this date. This will allow sufficient time for the USPS to either deliver your notification or for it to be returned to sender as undeliverable. 

 

Vessel crew members will need to learn of this relief opportunity through word of mouth and will be able to apply through an open application process. Applications will be verified through crew contract, crew settlements, or crew member affidavits (signature is required from applicable vessel owner / permit holder).
