State of Alaska’s 2020 Gulf of Alaska Pacific Cod Spend plan – CLICK HERE

 

This document outlines the framework for administering the relief program, created by the Alaska Dept. of Fish and Game (ADF&G) and approved by NOAA Fisheries and other federal agencies, including the US Office of Management and Budget (OMB). The Pacific States Marine Fisheries Commission (PSMFC) is administering the program on NOAA Fisheries’ behalf. For questions about eligibility criteria or payment calculations, contact ADF&G.

 


 

2020 GOA Pacific Cod Vessel Owners, Permit Holders, Processors, and Tenders Only

 

A single application is available for vessel owners, permit holders, processing companies, and tenders

A separate application will be available for captains and crew members, see below for more information. 

 

Application Period:

  • Starts: 12:00 PM (AKDT), Thursday, March 13, 2025
  • Ends: 11:59 PM (AKDT), Friday, June 13, 2025

 

Important Information:

  • Late submissions will not be accepted.
  • This program is not first-come, first-serve.
  • Relief payments will be processed only after the 90-day application period ends.

 

Application Process:

  • Applications must be submitted through PSMFC’s online portal using a unique 8-digit ID.
  • Notifications with the weblink, QR code, and unique IDs were mailed on February 7, 2025.

 

Please Note:

  • Printed applications are NOT available. Applicants MUST use the online portal.
  • Receiving a notification indicates eligibility to apply for relief.
  • Allow three weeks for delivery before contacting us. This will allow sufficient time for delivery or for notices to be returned to sender.
    • If you have not received a notification by April 1, 2025, please review the State of Alaska’s spend plan for eligibility criteria prior to contacting us. 
    • Staff will only begin responding to requests for unique IDs after April 1, 2025.

 


 

2020 GOA Pacific Cod Captains and Crew members Only

Vessel captains and crew MUST meet all criteria to be eligible for payment:

 

1. Vessel captain or crew member must have worked for a permit holder (jig sector) or vessel (pot, longline, and trawl sectors) that is eligible to receive funds for the 2020 Pacific cod fishery disaster. This information will be verified based on crew contract, crew settlement, or an affidavit from the permit holder (jig sector) or vessel owner (pot, longline, and trawl sectors).

 

2. Vessel crew member must have had a 2020 commercial crew license or 2020 CFEC permit for any fishery. If the permit holder (jig sector) or vessel (pot, longline, and trawl sectors) qualified for the 2020 Pacific cod fishery disaster based on prior years’ participation, the vessel crew member MUST have had a commercial crew license or CFEC permit for any fishery in three of five years from 2015 to 2019. This information will be verified using the ADF&G Licensing database and the CFEC permit database.

 

3. To be eligible for an additional captain share, an individual MUST have been the CFEC permit holder, as identified on the ADF&G fish ticket, for a Pacific cod landing on a qualified vessel in 2020 or in three of five years from 2015 to 2019.

 

4. Vessel captain or crew member MUST NOT be eligible for fishery disaster funds under another category of this distribution plan.

 

Captains and Crew members will be required to upload a single file with each application.

  • File formats are limited to .pdf, .jpeg, .tiff or .png.
  • Files are limited to 10 MB. 
  • Submissions are limited to a single document per application. 
  • Please only scan / photograph the affidavit and loss worksheet, omitting the instructional page.
  • File submissions should include only one of the following: 1.) crew contract, 2.) crew settlement, or 3.) an affidavit from the permit holder (jig sector) or vessel owner (pot, longline, and trawl sectors).
  • Affidavits must be submitted using PSMFC’s affidavit templateUNDER CONSTRUCTION
    • Alternative affidavits will NOT be accepted.
